William H. Keller

William Keller is the Founding Partner of the Keller Law Firm, as well as an experienced entrepreneur and transactional attorney with over 35 years of litigation experience. He graduated Cum Laude from UCLA in 1966 and then spent three years as an officer in the United States Marine Corps. It was while serving in Vietnam that he had his first trial experience participating in numerous courts martial.

After leaving the Marine Corps, Mr. Keller enrolled in law school at the University of California, Davis, graduating in 1972. Following graduation he was selected for one of ten spots in the California Assembly Fellows program. In that program he was assigned to the Assembly Welfare Committee where he acted as a staff consultant, rising within two years to the position of Associate Consultant.

Mr. Keller left the Legislature’s staff in 1974 and opened his law office. Within a year he also founded a new company called Legislative Intent Service which pioneered and developed the use of legislative histories as a means of assisting judges in determining the meaning of statutory law. Over the next 20 years the combined law firm and legislative service grew to five attorneys and sixteen support staff.

About ten years ago Mr. Keller began separating himself from the day-to-day operations of the Northern California based law firm and legislative service. Upon his daughter’s graduation from law school he opened a new law firm in Southern California, specializing in estate planning, probate, business formation and litigation.

Mr. Keller and his firms are Founding Members of the California Archives Foundation and the California State Library Foundation. He is a past member of the Board of Governors of the California Supreme Court Historical Society. Mr. Keller has been qualified as an expert witness and has given opinion testimony on California legislative history in over 45 court and administrative hearings.
